The short answer
Eastern Municipal Water District draws from a brackish groundwater basin and runs reverse-osmosis desalination plants to treat it. The treated water is safe but still mineral-rich, which puts sediment in water heaters, scale at every valve seat, and accelerates the pitting corrosion that turns 25-to-40-year-old copper into a pinhole leak.
Here is a fact most Menifee homeowners do not know: Eastern Municipal Water District operates dedicated desalination facilities to treat your drinking water. The Menifee Desalter has been running since 2002, producing around three million gallons a day. The Perris I desalter followed in 2005 with roughly five million, and Perris II adds about five and a half million more. The pattern worth noticing is that hard water rarely causes a dramatic burst. It causes components that were supposed to close to stop closing properly, which is why so many Menifee losses start as something small that ran for a long time.
